Piper just pushed me over the edge with yet another SB number having to do with the wing spars. 1375, 1377, 1372, 1006, 1346, 1400, 1423 - and that doesn't count a half dozen iteration of at least one of them. I think it's time to hang it up for good.

SB1400 arrived in my email on February 11. Today I received SB1400A without ever having digested the first one. And without comparing them word-for-word, I have no clue what changed. Anyone who's worked in engineering knows that you don't release a revised document without a section noting what changed. Worse, can someone tell me what they expect us to do with the grid on page 3? Sounds like a "we're recommending X but you're not required to do a thing. But if the wings fall off, don't have your attorney call us." And how do you get "Initial compliance must occur" followed by "at the owner/operator's discretion"?

I have a PA28-181 that spent its entire life until 2020 hangared in western Pennsylvania. Since then, it's been hangared in Chesapeake, VA. Salt air isn't really an issue 20 miles inland but there is high humidity in the summer. But that's the case along the entire east coast and inland as far as Chicago. So, how are we supposed to objectively judge humidity relative to the bulletin?

With respect to mitigation, we're back into the same objections to messing with wing spars that resulted in separations decades ago. The bulletin lays out what needs to be done as though every shop is prepared to undertake this kind of inspection without doing more harm than good.

Is anyone as frustrated as I am?

The FAA has proposed AD 2024-00033-A for certain Piper aircraft (PA-28 models and PA-32 models) which would require using the calculated service hours (CSH), as opposed to the factored service hours (FSH), which was previously noted in AD 2020-26-16, for determining when an inspection is required of each main wing spar. This AD would require, “Calculating the CSH for each main wing spar; repetitively inspecting the lower main wing spar bolt holes for crack(s) and non-crack damage and taking corrective actions as needed; and replacing or modifying main wing spars at a specified time.” This AD also removes a few Piper models and adds a new airplane model.

This is kind of interesting. I know part of this to be true and part is heresay. So here is the true part. Two years ago I removed my front, back and baggage compartment belts and installed new ABI belts, blue, to match my new blue airtex interior. The ABI belts are excellent, no question about it. Shortly there after I installed the AmSafe Soars system of airbag seat belts in my front seat. Having airbag belts would be a definite safety improvement and I've had them for quite a while, now. I feel safer and so does my wife. However, they came in grey and not blue. So I put the grey lap airbag belts in but left my new, blue ABI shoulder harnesses in. Both ABI and AmSafe Soars use the same buckle so it doesn't matter. This is the part that I can't confirm yet. Last week, along comes a friend with a Turbo-Dakata. He got the AmSafe Soars and installed it with the new shoulder harnesses. He says that the buckle on the AmSafe shoulder harnesses are installed backwards and subsequently his shoulder harnesses aren't usable. He came over and checked my ABI and AmSafe shoulder harnesses and yes, they are backwards. In fact, on my new shoulder harnesses from AmSafe that I'm not using that I got two years ago, they are backwards, too. So, are any of you having this issue?

On July 27, 2022, the FAA issued a Notice of Proposed Rulemaking (NPRM) of a proposed Airworthiness Directive (AD) for turbocharged, reciprocating engine-powered airplanes and helicopters and turbocharged, reciprocating engines with a spot-welded, multi-segment v-band coupling installed at the tailpipe to the turbocharger exhaust housing flange. This proposed AD was prompted by multiple failures of spot-welded, multi-segment exhaust tailpipe v-band couplings. This proposed AD would establish a 500 hour life limit of this v-band coupling and require repetitive inspections.

This email is an effort to afford interested parties an equal opportunity to review and comment on this proposed AD by November 4, 2022. Comment submission is voluntary. The most helpful comments are specific, provide rationale, and include supporting data. You may examine this NPRM, ask questions, and provide comments at: https://www.regulations.gov/document/FAA-2022-0891-0001 (or go to https://www.regulations.gov and then search for Docket No. FAA-2022-0891).
