Intermountain Air 800-433-9617 or any Piper part distributor like Aviall can get it.
Just be sure to mark the bellows housing and the actuator shaft before you take it apart for proper alignment.
Before you order it, make sure that the "pilot" line/port and the "static" line/port aren't plugged. You can disconnect the "garden hoses" from the bellows and blow through them.
While you're at it, put your fingers over the bellows port and move the rod. You should feel resistance with the ports covered. If not, the bladder is most likely the problem.
