pa28-180 SN 28-1252 Rudder Issues

Has anyone had an issue with the LH rudder pedal basically moving on its own during level cruise flight: The rudder is not slamming into position and will go back to neutral using right pedal. The cables and pulleys look fine, the cable tensions all are to the limits in service manual. The nose fairing has been removed for several years with no issue. The service manual does mention SB-291 does say if the nose fairing is removed to refer to SB-291. Piper has been of no help in locating this Service Bulletin

    Soooo.. if the pedal is moving,,, i trust you have a corresponding yaw??
